Sometimes though out the day when there are no admins on there's a lot of RDM. I was thinking if we could possibly have a vote kick or ban that anyone can start and everyone could vote on the decision.

This will never happen for normal default players. (Abuse/trolling) If it were to happen it would be through trusted members to start votes and is up to Thor and Tanker.
